James R. Yates is a Senior Advisor for ELLAS Consulting. Dr. Yates is the John L. & Elizabeth G. Hill Centennial Professor Emeritus at the University of Texas at Austin where he held joint professorial appointments in the Departments of Educational Administration and Special Education. He is nationally known for his research and training associated with Special Education Administration, provision of services for culturally and linguistically diverse students with exceptionalities, education program evaluation, and implications of demographic change for school policy and planning. Prior to his university service, Dr. Yates was a practicing school psychologist, school district Director of Special Education and Director of special education programs in a Texas regional education service center.
